I have two dogs, a 12 pound bichon and a 5 pound Bolonka. They began seeing Dr. Joseph Palmer on December 2, 2021. We were pleased with the care we received on prior visits, so when we planned a week-long trip recently, we contacted Dr. Palmer’s office to board our dogs. A couple of hours after drop-off, Dr. Palmer’s office contacted me to tell me our dogs were overdue for shots and requested permission to give them. I gave permission, but wondered why they had not contacted me already if my dogs were due for shots. We called during the trip to check on the dogs and were told they were fine. The office requested that we pick up the dogs in the afternoon of our return because they liked to bathe them in the morning and let them air dry. We originally had scheduled the dogs for pickup on April 26th; however, we returned home a day early, the 25th. So, on the day we started home, I phoned the office around nine or ten in the morning to let them know we were coming and were told to pick them up any time after one. We arrived to get the dogs just a few minutes after one. When they brought them out to us, they had absolutely no response on seeing us. They did not even seem to notice who we were. I kept talking to them and petting them, but got no response. Normally, they are ecstatic on seeing us, especially after a long separation. This continued for a while both in the car and when we got home. Both dogs slept most of the afternoon. It was as if they had been sedated. In the car. I noticed a bad smell with our little dog and neither dog smelled as if they had been bathed. When we got home, I checked the little one over and he had a large area of both wet and dry feces on his bottom and tail. We immediately bathed both dogs. Also, when I let the dogs out of the car to use the bathroom, our Bichon urinated for a very long time several times as if trying to go, but maybe not being able to. This concerned me because she has had a bladder stone before and I thought maybe she was developing one. However, when we got in, I put out water for the dogs and they drank and drank, requiring two bowls of water before they stopped. I realized that she was likely dehydrated. When I went to empty the bag I had provided to the vet’s office and took out our dog’s stuffed toy, it smelled strongly of urine. I had to wash it twice with bleach to get the smell out. I became very concerned that our dogs had not been cared for and were likely left in their cages for extended periods without adequate food and water and had soiled themselves because of a lack of care. With all of this, I began to think that maybe they really had sedated the dogs while they were there.
I called Dr. Palmer’s office the next day and asked to speak to Dr. Palmer, Sr. as he seemed to be the senior vet in the office. I was told there was no vet present in the office that day. I called the office again on April 27th and asked to speak to the senior Dr. Hugh Palmer. Dr. Palmer answered the phone and I told him that we had left our dogs there for nearly a week and I had concerns. He stated, “go on”. I then explained our concerns and he stated, “I’m sorry, but I can’t turn back the clock”. I then asked if that was all he had to say and he stated, “What do you want me to say? I said I was sorry, but there’s nothing I can do”. I told him that what he could say was that this should not have happened and he would speak to his staff. He stated, “don’t you think I know how to do that?” in a very angry and dismissive tone. I then expressed that I was not satisfied and he replied, “Well, maybe in the future you should just stay home with your dogs.” He was rude, unconcerned and clearly had no caring for the animals in his care. I informed him my next conversation would be with the veterinary board and I hung up the phone.
I immediately went to their office to collect my dogs’ records so that I could take them somewhere else. I asked for the records and was given two pieces of paper. I asked them if they kept a log of when the dogs that were boarded there were taken out, fed, etc. and the woman at the desk replied, “We take them out several times a day”. I then repeated that my question was do they keep a record and she stated, “No”. I then asked where the complete records of our prior visits were and an employee who had come out from the back (and had clearly already spoken to Dr. Palmer) stated there were no prior visits. I said, “What, we’ve been here a couple of times.” She became angry and stated that I must be mistaken and that I had taken my dogs elsewhere. I repeated that we had prior visits and she stated loudly, “Not according to our records, you haven’t”. The documents they gave us clearly show that we have had prior visits, but there are no doctor’s notes or vitals or any other records except where they have been given medication and shots. No licensed veterinarian would administer flea and heartworm medication to a dog they had not examined. Right? The records also showed that they listed our dogs as “poodles” despite being told which breed they were when we had our first visit. The records also showed that our 5 pounder was given a prescribed medication for Flea and heartworm medication for a dog that weighs 11-22 pounds and our Bichon, who weighs 12 pounds, was given the same medication for a dog who weighs 2.8 to 5 pounds on two occasions. I am now uncertain as to whether I have been giving the wrong medicines to my dogs or this was an error just in their records.
