Crust:
1 1/4 cups all-purpose flour
1 cup whole-wheat pastry flour
1 teaspoon ground turmeric
3/4 teaspoon salt
1/4 teaspoon baking powder
4 tablespoons cold unsalted butter
5 tablespoons canola oil
1/3 cup ice water
1 large egg yolk
Filling:
8 ounces 93%-lean ground beef
1 bunch scallions, minced
1 teaspoon Scotch bonnet chili, minced, or to taste
1/4 cup fine dry bread crumbs
1/4 cup water
1/4 teaspoon dried thyme
1/4 teaspoon ground turmeric
1/4 teaspoon salt
To make the crust, add all-purpose and whole-wheat flour, 1 teaspoon tumeric, 3/4 teaspoon of salt, and baking powder to a large bowl and mix well. Slice the butter into small pieces (approximately 1 cubic centimeter). Using your hands, mix the butter with the dry ingredients, until the butter has become smaller but still visible. Pour in the canola oil, stirring with a fork to mix. In a small bowl, whisk the water and egg yolk. Pour the diluted egg mixture into the flour, stirring until combined. While still in the bowl, knead the dough until it begins to form a ball. Remove the dough from the bowl, and wrap in plastic. Place the dough in the refrigerator, and chill for approximately 1 hour.
To make the filling, heat a medium-sized skillet over medium heat. Add the ground beef, scallions,and chile pepper. While cooking, stir the mixture with a wooden spoon to break up the beef. Continue stirring for 4-6 minutes or until the beef is completely cooked. Add the bread crumbs, water, thyme, and the remaining salt and tumeric, stirring to mix well. Allow the meat filling to cool.
Preheat the oven to 400°F.
Divide the cooled dough into 6 equally sized portions. Dust the surface of the counter with flour, then press each portion of dough with a rolling pin until it becomes a 6-inch circle, approximately 3/8-inch thick. If the circle is uneven or unsymmetrical, place a bowl over the dough, and trim along the edges using a knife. Place about 1/4 cup of filling on one side of the dough, taking care to leave a 1/4-inch border without filling. Fold the dough over the filling and press the edges together with your fingers to seal. Repeat this procedure with all of the dough and filling. Place the patties onto a baking sheet, and put the baking sheet into the oven. Bake for 35-40 minutes or until the patties become golden brown. Serve immediately.
